Joel is an executive leader with experience in staffing, talent solutions and managed services across technology, engineering, life sciences, finance & accounting and creative specialized businesses. Throughout his career, Joel has led multiple teams through significant growth, transformation and maturation while focusing on building quality teams who can generate sustained results. He leads teams in a collaborative manner and with a growth focused mindset. Joel received his BA in Communication Studies from the University of Iowa, a Master’s of Human Resources & Labor Relations from Michigan State University and a certificate for Mergers & Acquisitions from London Business School.
Mark Walker

Mark brings over 30 years of extensive experience in the wireless industry, having worked with leading global telecommunications manufacturers, world-class carriers, and a prominent telecom consulting and solutions providers. Prior to joining our team, Mark held the position of Network Vice President, where he oversaw the design, deployment, and operation of Sprint’s wireless network in the Northeast Region. His leadership roles extended across RF Engineering, Operations, and Solutions Engineering teams for both Sprint and Nextel. Mark’s career trajectory also includes roles within Motorola, where he contributed to Test Systems and Field Engineering teams. With more than 11 years in the industry, he works alongside engineering leaders to build the specialized teams that electrification, advanced manufacturing, autonomous systems, and next generation mobility programs depend on.

Mark Saltrelli is the recruiting leader of Kelly Engineering, where he leads talent delivery for a global engineering practice spanning science, engineering, technology, and telecom. His focus is matching specialized engineering talent to complex technical programs at scale, backed by market data rather than guesswork.
Mark takes a solution agnostic view of engineering workforce strategy. Depending on the client's technical goals, that may mean staff augmentation, statement of work, project or program based delivery, or direct hire. He built Kelly Engineering's PowerBI reporting infrastructure, giving recruiters and clients real time visibility into fill rates, time to fill, and pipeline health. He uses AI tools for sourcing, pipeline enrichment, and market research, while keeping experienced people on the work that demands judgment: technical vetting, offer negotiation, and calibrating job requirements against real market conditions.
