Not every open role signals a skills shortage. Recruiting problems, retention problems, and true skills shortages require different responses, and misdiagnosing the issue wastes months of effort and budget.

Three structural forces are converging in 2026. Technology is outpacing training pipelines, baby boomer retirements are draining institutional knowledge, and AI skills have become the hardest to find globally for the first time.

Much of the shortage is self-constructed. Overloaded job descriptions, rigid degree requirements, keyword-driven screening, and slow hiring processes filter out candidates who could do the work.

Skills-based hiring, internal upskilling, and specialized workforce partnerships work best in combination, matched to the specific gap you've identified.

To prevent future shortages, identify which roles are at risk now and build internal pipelines before the vacancy opens.
